    3.1 CHECKLIST:

    3.2 Choice of Centre of Written Examination:

     Candidates should choose one of the cities from the list below as their written examination Centre. The Center cannot be changed at a later date. However, based on the volume of applications submitted and the administrative convenience, NIELIT reserves the right to direct the candidate to appear for the written test at any location, regardless of where he or she indicated preference.     3.3 APPLICATION FEES:

     The applicants must use the online payment method through application software exclusively to pay the Application Fee (non-refundable) at the rates shown in the table below:

    For every position they are applying for, candidates must pay Rs 800 (including taxes).

    The candidate will be responsible for paying any bank fees associated with remitting the application fee. No other payment methods, such as Cash, Demand Draft, Pay Orders, Cheque, or Challans, will be accepted.

     

    Note: Application fee once paid will not be refunded.

    • SELECTION PROCESS:

     For the Scientific/Technical Assistant – “A” Post, only a written test will be used for selection. For Scientist “B” and Scientific Officer / Engineer-SB Posts, both a written examination and an interview will be used for selection. The written test will be administered online, and there will be 120 Multiple Choice Questions (MCQs) on the exam paper that must be answered in a maximum of 3 hours. The only medium allowed for the written exam is English. The question paper will consist of 65% questions from the Technical Area and 35% questions from Generic Area. (Syllabus Attached as Annexure A) Every question will carry 1 (one) mark and there will be negative marking of 0.25 mark for each wrong answer. A minimum score of 50% for General/EWS, 40% for OBC, and 30% for SC/ST/PWD categories will be required to successfully complete qualify the written exam. The defined cut-off marks would be applicable in overall marks (i.e., Technical/Generic Combined) and for each section (Technical/Generic) separately.

    For Scientist-B & Scientific Officer/Engineer-SB 

    Only the shortlisted candidates (based on merit position and reservation policy etc.), who have qualified the written examination shall be called for interview. Based on the candidates’ combined performance in the written exam and the interview, the final selection of eligible candidates for recruitment will be made. Written examination and interview marks will be weighed in a ratio of 85:15. To get selected, one must appear in the interview.

    For Scientific/Technical Assistant-A 

    The final selection of eligible candidates for appointment will be based on the merit position (based on the reservation policy) arrived from the performance of the candidates in the written examination.

    Online Examination

    The Examination will be conducted only in online mode and if more candidates are there, the examination will be conducted in multiple batches/sessions. In such cases normalization will be followed among batches. In the event of any technical lapses, re-examination will be conducted at effected examination centers or for effected candidates only as the case may be as per the broad scheme given below:

    • In case of any minor technical glitches like system breakdown for a specific period of time, then the timer will be reset and will start from the time it stopped. No retest will be conducted – only extended time will be allotted and allowed to the affected candidates.
    • However, if a significant error happened in a specific centre and more than 70% of the candidates scheduled in that centre were unable to take the exam, the exam will be cancelled at that centre. Retests will be scheduled on a new date for candidates from that centre only, with a Detailed Advertisement for the Posts of Scientist-B, Scientific Officer/Engineer-SB, and Scientific/Technical Assistant-A with a new question paper. In this situation, the candidates will not be charged a retest fee.However, affected candidates must make their own arrangements to take the retest on the rescheduled date (s). Also, if any of the candidates fails to attend the retest for any reason, no retest will be held for that candidate under any circumstances.
    • The final result will be based on and calculated as per the scheme of normalization (formula) given below:

     

4.1 VERIFICATION OF DOCUMENTS: The required documents for Scientist-B and Scientific Officer/Engineer-SB positions will be verified at the time of the interview. Only after the candidate produces the original documents for verification, he/she will be interviewed.A candidate is not qualified to be invited for a personal interaction/interview just by satisfying the requirements stated in the advertisement. For Scientific/Technical Assistant – A post, verification of documents will be done before joining.Only short-listed candidates will be called for document verification.

4.2 Interview: 

NIELIT will notify the shortlisted candidates of the date and location via SMS/email communications to the registered email address/mobile phone.Interviews shall be conducted at Delhi or at any other location /mode approved by competent authority.No request for a postponement or a change in venue is accepted or permitted.

ACTION AGAINST MISCONDUCT. 

In their own best interests, candidates are encouraged not to provide any information that is untrue, altered, or fabricated and not to withhold/ suppress any crucial facts. If a candidate has been found guilty of any of the following during the recruitment process or at any other stage, they may be liable to be prosecuted for misconduct.

  • Employing unethical tactics when taking an examination.
  • Impersonating someone else or helping someone else do so.
  • Unruly behavior in the examination hall.
  • Using any unethical tactics to advance his or her candidature during the selection process.
  • Using any measures required to obtain support for his or her candidature.
  • Such candidates in addition to rendering himself/herself are liable to criminal prosecution and may also be liable to be:
  • Disqualified from the examination hall.
  • Debarred either permanently or for a specified period from any examination / recruitment to be conducted by MeitY, its attached offices and statutory organizations.

IMPORTANT INFORMATION

 6.1 CITIZENSHIP:

A Candidate must be either:

  • a citizen of India, or
  • a subject of Nepal, or
  • a subject of Bhutan, or
  • a Tibetan refugee who came over to India before 1st January 1962 with the intention of permanently settling in India, or
  • a person of Indian origin who has migrated from Pakistan, Burma, Sri Lanka or East African countries of Kenya, Uganda, the United Republic of Tanzania (formerly Tanganyika and Zanzibar), Zambia, Malawi, Zaire, Ethiopia and Vietnam with the intention of permanently settling in India. Provided that a candidate belonging to categories (b), (c), (d) and (e) above shall be a person in whose favor a certificate of eligibility has been issued by the Government of India

6.2 RESERVATION

  •  Reservation for SC/ST/OBC/EWS/PWD (minimum 40% disability) candidates shall be as per the Govt. guidelines. The candidates must upload a copy of the Caste/Category Certificate in the formats prescribed by Government of India. The Certificate for PWD must indicate the percentage of disability while the Certificate for Backward Caste must clearly indicate that the candidate does not belong to the persons/sections (Creamy Layer) mentioned in Column 3 of Schedule to the Government of India, Department of Personnel & Training O.M No 36012/22/93-Estt(SCT) dated 8/9/93 as amended from time to time (Proforma for SC/ST/OBC/PWD etc. certificate are provided in Annexure “B”).
  • The Benefit of reservation under EWS can be availed upon production of an Income and Asset Certificate issued by a Competent Authority as per DoPT OM No.36039/1/2019-Estt (Res) dated 31st January 2019. The income and Asset Certificate issued by any one of the following authorities in the prescribed format Detailed Advertisement for the Post of Scientist-B, Scientific Officer/Engineer-SB and Scientific/Technical Assistant – A shall only be accepted as proof of candidate’s claim as belonging to EWS. (Annexure “C”)
  • District Magistrate/Additional District Magistrate/Collector/Deputy Commissioner/Additional Deputy Commissioner/1st Class Stipendiary Magistrate/Sub-Divisional Magistrate/Taluka Magistrate/Executive Magistrate/Extra Assistant Commissioner.
  • Chief Presidency Magistrate/Additional Chief Presidency Magistrate/ Presidency Magistrate.
  • Revenue Officer not below the rank of Tehsildar. (iv) Sub-Divisional Officer of the area where the candidate and /or his/her family normally resides.

6.3 CUT OFF DATE FOR AGE, QUALIFICATION AND EXPERIENCE: 

The cut-off date for calculating age and completing eligibility conditions in terms of essential qualifications and experience (if applicable) will be 04/04/2023, which will remain unchanged even if the application closing date is extended.

6.4 CORRESPONDENCE

 All correspondence regarding the recruitment will be sent by NIELIT/NIC via e-mail/SMS only to the candidate’s registered e-mail ID and mobile number. Candidates must therefore include their primary email address and an active primary mobile phone number in the online application form so that communication about the recruitment process can reach them. The joining/appointment process for selected candidates will also be handled by NIC via the registered email and mobile number with NIELIT. As a result, the candidate must check their emails/SMS on a regular basis.

While registering in the recruitment portal, the candidate implicitly agrees to allow NIELIT to send Transactional SMS/e-mail communications to the registered email ID/Mobile phone. After declaration of result, candidates are required to regularly check the recruitment website of NIC (https://recruitment.nic.in/) for further course of action.

Note: NIC/NIELIT will not be held liable if an applicant fails to respond to NIC/NIELIT communication(s) online as described above throughout the recruiting process, resulting in the rejection of the candidate. 

6.5 APPLICATION FEE PAYMENT & ELIGIBILITY

 NIELIT will not be held liable for any incomplete transactions that occur during the online payment process. It is the candidate’s entire obligation to guarantee that the application fee is paid correctly and successfully. Once paid, the application fee is non-refundable.

Before submitting the application fee, applicants should check their eligibility for the post. Just the qualifications listed against each post will be considered when assessing eligibility.

7.IMPORTANT INSTRUCTIONS 

  • Applications that do not meet the requirements specified in the advertisement are likely to be rejected.
  • Applicants for the positions of Scientist “B” and Scientific Officer/Engineer “SB” must carry the downloaded Interview Call Letter, self-attested copies of their testimonials along with their originals, and NOC from their employer, if applicable, to the interview, failing which they will not be allowed to appear in the interview.
  • The final selection of candidates for the above-mentioned posts will be based on meeting the prescribed eligibility conditions, performance in the written examination, and in the interview (if applicable)
  • If it is discovered at any point in time that the information provided by the candidate was incorrect in any way, or that forged/fabricated documents were presented by any candidate, his/her candidature will be cancelled, and if the candidate has already started working for the post, his services will be terminated immediately.
  • Each candidate must attach a recent colour passport size photograph (3.5 cms x 4.5 cms) in JPG format with a file size of no more than 50 KB to the appropriate space provided in the online Application Form.
  • Each candidate must additionally sign in black/blue pen on white paper, scan it to a JPG file (3.5 cms x 1.5 cms) with a maximum file size of 20 KB, and upload it to the relevant spot provided in the online Application Form.
  • Applicant must upload only the following relevant documents in the following order in a single PDF file (no more than 3 MB):

  • Applicants must have completed all eligibility requirements by the closing date. Qualifications obtained through Open Universities/Distance Education mode that have been approved by DEC and, where necessary, by AICTE are recognised for the purpose of the Detailed Advertisement for the Posts of Scientist-B, Scientific Officer/Engineer-SB, and Scientific/Technical Assistant-A of employment under Central Government vide Gazette Notification No. 44 dated 1st March 1995 alone shall be considered eligible.
  • Candidates must thoroughly review the on-line Application Form before final submission. It should be emphasised that applications that are incomplete or incorrect will be summarily rejected.
  • Candidates are advised to download the application form after submitting the ONLINE Application Form, and the Application id should be referred to in all future correspondence with NIELIT in connection with this recruiting process.
  • Applicants working for the Central Government/State Government/Public Sector Undertakings/Autonomous Bodies must provide a “NOC” from the appropriate authority. The “NOC” should also confirm that no disciplinary/Vigilance matter is now pending or is being considered. Withdrawal of a candidature due to failure to provide any information does not confer the right to carry ahead or maintain the candidature for future recruitment.
